Mr Albanese’s government has spent, or committed, $4.1 billion on the highway since coming to power, compared to $1.3 billion spent on the highway under the Howard government.

That would be John Winston Howard’s Government of which Tony Abbott was a senior member of cabinet.
Question is - did Mr Abbott ever push for more funds to the area? Or is he just playing politics.
Also, with the claim at $6billion to complete (and rising) and such political pressure there will no doubt be a fair bit of “risk premiums” added by vendors bidding on the work. That is, however, a capitalist issue more so than the socialist issue of upgrading the roads for the private sector trucking industry.
